Performance-Related Incentive Scheme (PRIS), which emerged from the VI CPC recommendation. The voluntary nature of the scheme, dependence on department-generated savings, lack of credible performance measurement methodology, and absence of an anchor in the recently introduced Results-Framework Document (RFD) were identified as fundamental flaws that hindered its operationalization by the departments. As a result, PRIS was only implemented in a modified way in the Department of Atomic Energy and Department of Space.
We would need to wait a watch how this would be scoped in 8th CPC Committee as the Results Framework Document would have been established in many department by the time the committee would be presenting the report. This is a really a big deal for government employee who would be part of this measurement as this may have a great impact on the way the pay hike is recommended.
